ROBERTS RULES OF ORDER (CONDENSED FOR SMALLER MEETINGS)
1. Approval of the minutes
2. Reports - treasurer etc.
3. Unfinished or Old Business - carried over from a previous meeting.
4. New business
MOTIONS:
Business is brought before the assembly in the form of a motion which is a formal proposal by a member that the group take a certain action.
Before a motion can be placed before the assembly, the mover must be recognized by the chair.
The person must raise their hand to be recognized and then say "I move that .... " It is out of order to speak while another person has the floor.
No one is entitled to the floor a second time if there are others who wish to speak.
The floor is to alternate between pro and con of a subject being discussed. The question "Does anyone have an opposing position?" must be asked.
BRINGING FORTH A MOTION:
1.A member makes a motion .................... "moves that"
2. Another member seconds the motion.
3. The chair states the question on the motion and this step puts the motion before
the assembly for discussion. It is now open to debate.
To begin discussion of a matter before a motion is proposed is out of order.
If a motion does not have a seconder, after two reading it is no longer before the assembly and move to the next item.
After debate the motion is either carried or rejected.
DEBATE:
Set a time limit for this. Speakers must address remarks to the chair, maintain courtesy and avoid personality conflicts. Each speaker must be objective. (2010-01-23) |
